That depends. If they use fleet keys then if you get 1 key then you have a key to the whole fleet. They maybe unique only to that department but fleet keys are still very much a thing.

Crown Vic's in the USA used a very common fleet key code that where in wide circulation because of their use as taxi's and second hand markets. Lots of departments put hidden shifter lock buttons you had to press with your foot or reach under the dash for to keep people from taking the cars.

See the thing about Chicago is that the city itself is pretty large area wise and it's only really a few of the neighborhoods that are like that. You move into the more affluent areas of the city and there are no longer nigger shootouts but instead middle aged white wine moms who barrel down the street in their $250k luxury SUVs doing ninety because their husband makes $400k/year and they're bored with their trophy wife existence.

Chicago does a lot of work with zoning and police work to keep the undesirables in the ghetto, like every other American metropolitan area.

In short American cities are designed to keep the blacks caged up, the browns always chasing after the whites and the whites giving the system more money as they flee melanin.
