Pretty much this. For all the professed unity and top down control Canadian political parties are not monolithic. If a backbench MP is publicly speaking out against the party line, particularly in the Liberal case, it very much is a feeler to see what the public response is. This would also be in line with comments last week about needing to adjust overall Covid response: the Libs are looking for an off ramp, they just want it to be on their terms since letting the truckers win doesn't buy the Libs votes.
Also why are you protesting? Won't you please stop that, think of grandma, and get vaxxed already? Please? Pretty please?
