It seems like cutting communications for the public entirely would be a bad move anyway since no one would be able to tune in to the city council meetings or get updates regarding the convoy. Since negotiations are being floated around now, it would look bad to cut out everything at this precise moment.
It helped that noblesse oblige and chivalry was a thing in those times. Even if followed imperfectly and often cynically, it provided a check on the local lord's excesses. More importantly, unlike the rootless managerial class of today, the local lords still had skin in the game. Their land (and people on it) is both a source of power and prestige, and even a self-absorbed noble would at least be interested in making sure their serfs are not actually keeling over dying without recourse, because a dead serf is one less conscript and one less taxpayer.

I'd say they're a subset of the majority of people who are by nature sheep, awaiting a strong leader to lead them.
