I’m going to need some clarifications on what a “simulation” is in this scenario. Is this a LITERAL military RTS vidya game where Tom and all the other named characters are randomly generated AI NPC’s? Or is it a military D&D LARP session where some other guy is roleplaying as Tom?

Dunno if it's relevant in this case, but some defense planning actually create and play their own board games. I've played some that were modified to be more fun.

Boils down to dice rolls and a judge. You say what you want to do, give reasons why it would work. Opponent gets a chance to rebuff your argument. Each advantage you have you add a number to the dice roll. Judge decides the outcome depending on the circumstances and roll.
