What we're seeing in Canada is a trial run for what's coming in the United States. This crisis was a heath crisis. In Canada, the province have the mandate related to health matters. As such, the procinces all invoked their emergency acts to deal with covid. The Feds didn't do so because (1) its not within the federal mandate and (2) it would have been an over reach of power.
From a policing perspective, Ottawa is interesting. We have parliament hill which is policed by the RCMP. We then have the city of Ottawa which polices the road right outside of Parliament and the city. Ottawa resides in the province of Ontario.
Ottawa is a "twin city" of sorts with "Gatineau" which is in the province of Quebec and is just across a river from parliament.
So within a 3 min drive you may be within 3 different policing jurisdictions. And by law, you can only be arrested by the police of jurisdiction.
Another consideration is that the Provincial Capital for Ontario is Toronto which is 5 hours away.
Currently the provincial government is conservative, the vast majority of protesters are conservative.
Our federal government is Liberal and the majorty of Ottawa votes liberal in federal and provincial elections. (in particular the ridings downtown where the trucks are were liberal I'm 99% sure.)
(Ignoring the discussion on if the protest was peaceful and lawful...)
So. You have a provincial government who has shown time and time again thst they will put partisan politics above what is best for the people. The conservatives have a majority and even during the worst part of covid when the premier (provincial head) was leading us to a very bad outcome, did a single provincial concervative person "break rank" and call out the premier. Current approval rating of about 33% with an election in June.
Consdiering this, the premier doesn't have any want or desire to do anything about the protest as that would hurt him
The municipal government can't do anything on their own. there were just too many of them and there were concerns about weapons and really Ottawa just couldn't get enough cops in to help and there would also be the question of who would pay.
The provincial government didn't seem too worried about addressing it (our primer was snowmobiling during weekend #2 of this).
And this is happening 200 feet from our federal legislative buildings.
The people who organized the protest created, signed and distributed it signed an MOU calling on the replacement of our government with the organizers in part forming a new government.. which make it an attempted coup d'etat?? Is it good that money would flow to those organizers? What about if that money was sent from other countries?
This touches on domestic terrorism funded internally and from abroad....
The emergency act addressed:
(1) Police of jurisdiction elements. All police are lawful peace officers at any spot needed.(2) allowed us to address gaps in our laws related to money trafficking (bitcoin being a big one) but also (and this is touchy) freezing accounts without due process of court order. In the age of the internet, creating an account, using online money transfer options and things like super chats, and then pulling that; likely could be done quicker than the court order process.
But don't worry, this guy's a conservative(3) enabled the city core to be "locked down" so new people could not join the protest or come in with vehicles for.use as weapons
(4) compelled tow companies to help clear the illegally parked trucks. (the tow companies would not help out of fear of retribution and also possibly coercion. TBD.)
Was it needed? Maybe, maybe not. Did it make it easier. 100%.
What's great is that not only will its use be fully reviewed, but it also needs a "vote" within like 7 days or so or as early as possible. That will take place tomorrow. And last, it will automatically expire after 30 days.
Others have commented that "it wasn't even used for 911". But there was no reason it should have been. Canada was not attacked, there was no reason to enact it. So. That's not a good argument here, IMO.
Also, as another comment. The use of the act did not call for military support or the equivalent of the US National Guard. Said another way. There was a whole other level of the emergency act that was not leveraged here that I believe is required for military to act in a peace officer role. (the emergency act isn't needed for military help for things like helping with transport after a forest fire but I think for civil disturbances it is required.)
I would say that I fall within the central right of Canadian politics. (More or less Democrat equivalent I'd say.). So I usually have more "distrusting" perspective on government than likely the average Canadian. However, I like to believe that I don't get pulled down either the far right nor the far left political whirlpool.
I also try and keep an open mind on all opinions. Being more of central person, I usually can take either side's perspective without immediate bias.
I originally was in favour of the protests. These people have rightful grievances that they had every right to protest against. The issue is that within the first weekend, the protesters employed "non physical, mentally violent tactics" against the people of Ottawa:
-Harassing those wearing masks
-Targeting minorities and using racial slurs.
-Dancing our the tomb of the unknown soldier where a guard was assassinated only 7 or so years ago.
-Pissing on the tomb of the unknown soldier.
-Deficating on peoples porches downtown
-Truck air horns and train horns all night long for 10 days until someone launched a legal challenge. They stopped for a bit then restarted after a few days.
-Attempting to light an apartment on fire and duck tape the front doors closed. (day 10 or so)
All that is to say, you don't have to be physically violent to be violent and they 100% cross that line.
Relating to jurisdiction issues, the US had a similar last year on Jan 6. With DC not being a state, it doesn't have a governor and as such, the only person that can bring in the national guard is the president. This isn't great as it means there is no "check and balance" for that as if the president causes something in need of the NG. There is no one else that can call them in.
I think this is being fixed? Possible statehood for DC?
Ottawa likely will be looking at our policing model after this as well.

The upper Fraser watershed, north of, say, the Thompson, bears more resemblance culturally to Alberta than the Lower Mainland. 2. The government has in fact been beaten on motions to suppress involving use of the Patriot Act, yes yes I know fingerpainting the world is fun and easy but that doesn't mean it's useful.
