The business I worked for at the time took it at the very last second to make sure everyone who actually needed it had a chance. Then they gave us all bonuses.

Trump is a master businessman. His book Art of the Deal has several chapters about how he read The Art of War and Rules for Radicals and adopted those principles to successfully negotiate deals in his favor.
