Of course not, but that's where a significant portion of the audience of a NijiEN generation will be, so it makes sense to consider the cultural flow there. And anti-cop sentiment is on the rise even outside of the normal far lefty circles as of late.
Anti-cop sentiment is on the rise in a small portion of Americans and that's basically it. ACAB as a concept doesn't exist in Europe because the police's relationship with the state isn't nearly as corrupt and over-funded, and it certainly doesn't exist as much in Asia (which is where most of the Nijimen fans are) because any policing issues there is recognised as an issue of government and not the people in uniform.
While I agree it is their "official" model so 1. people already are familiar with it and 2. you cut costs by not having to commission new art (doing the bare minimum to get maximum profit). Cover should do acrylic stands for each outfit and have a sort of collection going. I don't really care about the stands but I'm guessing that if you add a "collector" element by including more outfits and maybe even some special edition ones people would buy them more for collection purposes.
You can have a collection of outfit acrylic stands and still have them in poses that are interesting to look at.

This is their 'official' key art too (how they look in their MVs).
