I have a fairly good grasp on what they intended to do, but now that the war kicked off who the fuck knows. The intent was to threaten sanctions, have Putin back off, and claim that the war they were trying to toe the line of was actually totally averted by them. It was a stupid idea for a number of reasons but that was the plan.


Then Putin actually invaded, and now they are holding the ball that is on fire. Probably slap sanctions on and hope the damage is less absolutely monstrous than it looks like it will be. If they do anything more it'll only be worse for them.
