I wonder why these specific people decided to stay behind. Maybe to avoid the 10km backup at the borders? The city is practically a ghost town compared to what it should be. i guess it's kind of like people who refuse to leave their house even when a hurricane is ripping the roof off.

They are also leaving alone most of the infrastructure. Power, telecommunications, public works, etc.

Not sure what that means. Either they are, in a massive change, avoiding going heavy-handed. Or they are planning to stay and don't want to wreck their new shit.
