They are not talking about shooting the Army in the city. They are not talking about somehow preventing debris from hitting it or any and all collateral.
They mean directly and unapologetically leveling entire housing blocks worth of civilians just to demoralise the enemy.

The worst part is that battles like the ones for Eastern Europe are so much more interesting than any capeshit crossover and could easily capture the interest of your average coomsoomer if you just packaged it into a video game or movie. If COD and BF could do anything else but the same "RUSSIA SOMEHOW INVADES US BUT IS INCOMPETENT" or "WokeWar2" campaigns. Just imagine playing through the different battles of the chechen war. Cant tell me that would not be more interesting than "Cold war but current year+10"

These Russian minorities in the east dont just "speak russian", they are Russian.
They got put there as part of the soviets glorious "Russofication" repopulation process around the same time the holodomor wiped out up to 80% of the Ukrainian population in some areas.
This process bumped "ethnic russians" up to 40-ish% of the overall population in the eastern states of Ukraine. Hence Russia getting pissy when you blow up said states.
They could not care less about what the Ukraine does to the Ukranians who speak Russian. They do care about the Russians in the Ukraine though and its reasonable to assume its mutual considering that the call for help from these exact Russians was one of the reasons for the invasion.
The Soviets may not have the same reputation of being "Our people are the master-race" kinda guys, but they sure acted like they need some more (Ukrainian in this case) Lebensraum for their Russians and succeed in replacing a vast amount of the local population in some areas.

Saying the entire country is 40% Russian is still dumb though, since only the eastern territories get that high. Its less than 5% elsewhere (especially west).
