[Unit Level] Tactical Group/Combat Team is a term for a combined arms unit that more or less means "that much infantry, plus a level below of armor and artillery". At doctrine strength, that's going to mean about 4200 infantrymen, 140 tanks and 168-252 artillery pieces of varying types, minus combat and logistical losses. Simply put, that's nowhere near enough to take a defended city, so no surprise that they didn't make real moves on that front today. They're going to dick around in the outskirts gathering recon, waiting for reinforcements, and really fucking hoping that the Ukranian government folds before they actually have to go in there.
