You don't wait until the fucking invasion starts to think, "hmm maybe people shouldn't stay here." A general order of "gtfo out of cities, if you have relatives somewhere in the country side go there, otherwise, get on these busses to some safer cities places, stay at your own peril". Broadcast this info as hard as you can, use local police&other institution to help, create volunteer groups that help facilitate this. Anything.

Do you honestly think that it is logistically possible to evacuate a metro area during a hot war or in the lead up to it? That clogging logistics networks with a stream of humanity with no food or shelter is feasible. That the military would not completely outstrip it's capabilities running a conga line from Kiev to Poland leaving nothing to fight the Russians with.

Civvies hunker down as the war moves past them. Communications are established through back channels to make sure hospitals and baby asprin factories and whatever aren't wiped out. But even then it gets messy. War is hell.
I'm not expecting the whole military to be used solely to get people from all to oblasts to fucking Lvov, but I sure as shit expect more than fuck all, especially if you are preparing for when you get invaded.

Who says you can't "win" unconventional warfare? It is the doctrine of every nation that knows it cannot win by conventional means. Been quite a few success stories there too.

The whole point of the exercise is to make this war costly. Either now or in the future. The idea is that Russia clues into this and leaves some Ukrainian rump state behind.
it took America 20 years of pushing the taliban's shit to get tired of the Afghan government being usless it and think is too costly to keep that zombie state. Can the Russian economy handle 20 years of ocupation and tensions? They already tried with ukraine and their puppet was overthrown, they are just in a garbage position to have to do it again.

Honest question, did you(as in ukies) even try to evacuate people from cities like Kharkov, Mariupol, Sumy, etc?
The evacuations are underway right now. They've started yesterday.
