It applies because it's the same principal - actively bringing a country that is historically and geographically in another major power's sphere of influence into your fold and then trying to strategically militarize it (make it a nuclear tripwire - which is what NATO membership is and what the Soviets were doing by putting nukes in Cuba) is an extremely dangerous and destabilizing move and one that anyone with a wit of historical perspective ought to and would avoid. Because it will cause the other major power to panic. That happened in 1962, and it's happening now.
