1) A flowing top needs a structured bottom, lest the wearer look sloppy. This could be a skirt in a sturdier material that has a more defined, architectural shape or pants that aren't overly billowy.
2) Alternately, the flowing vs. structured contrast could come from tucking in one's shirt at the waist. However, that skirt is unlikely to stand up well to it. As well, the shirt already having an underbust seam means that introducing another horizontal line just a few inches under it would emphasize horizontal width and make the waist look wider. So not to be used here, but a general note for the future.
3) Those boots have a cold season feeling, between the height, material, and color. They push the relatively season-neutral top toward also feeling like a cold weather piece. Combined, they make the springlike skirt in-between them look frankly absurd.
4) Flats make feet look larger. Not necessary, but even a moderate heel would help with achieving the look you're clearly aiming for. Stacked is fine and more comfortable.
5) The dark colors of the earrings blend into the dark shade of the hair, making for an odd situation where the central yellow elements appear to be floating independently at first glance. For a brunette, it's more appropriate to wear those with hair that's been pulled back.
