We announced the door to Ukraine joining NATO was open, held a joint military exercise with them, and publicly announced that during this exercise, offensive operations against ethnic Russians in Donbass and Russia itself would be simulated.

The equivalent would be if, during the Cuban Missile Crisis, the USSR announced that not only would they not withdraw the missiles, they were going to conduct a few test launches as well to make sure they could hit major American military installations.
