Yeah they are encouraging foreigners to come to Ukraine and fight but that is different than pressing unwilling foreigners into the army, I don't know if they'd take that step, at least not yet.

The Ukrainian "volunteer" force has been shooting anyone they think *might* be Russian. They killed a whole family in a minivan and their dogs, and threw the bodies in a ditch and then said the Russians did it to cover their ass.

One is dress military operatives in civilian clothing to conduct attacks, another is dressing in the uniform of your opposition.
