Other types of plugs have a depression on them so they can be inserted and get "stuck" at one point but can still be removed with some force. Earplugs don't have those as they're only meant to be inserted partway and can be easily removed. Otherwise they'd be more like a fish hook used to catch prey (which would be in the fishing/sport section) than a plug meant to be used on one's self.
