The fins and hooks make me think they are dumb bombs. I may be wrong and I'm just basing this on what I've seen on USAF jets but drop tanks tend to be bigger and and have smoother shapes. Drop tanks tend not to have those nipples on them either. Those are where the fuses are installed.
