If Wuhan was indicative, you don't issue these labs target lists, you just plop them down in second-world shit holes that have enough corruption to and lack of my respect for human life to do sketchy biological research, but a strong enough understanding of science to do actual research. "Biolabs near Russia" doesn't necessarily mean "biolabs targeting Russia," except in the Russian mind (though given what happened with Wuhan I'm not grudging them this position.)
