Fill it with Russians of course, who now claim Crimea, or Crime as Lil'Nipplets spelt it, as their homeland.

As a matter of fact, Crimea was very sparsely populated until the 1800s. It became a very multicultural area full of Greeks, Germans, Ukrainians, Russians, Crimeans, but a lot of other ethnic minorities, due to Russia encouraging migration there and also because of the free land. Stalin's program was to remove literally every other group but the Russians, then import more Russians.
