1965, to be more precise (early prototypes come from late 50s, but they looked differently). They don't rust quite as much as they used to back in the day, but otherwise it's the same vehicle, with some QoL improvements. And I think it's fine - it's really cheap and does its job reasonably fine, so no need to mess with it. The more complex you make something, the more likely it is to fail, especially in war.They've been making those shitbox UAZ vans almost completely unchanged since the early 1950s I think. "Buchanka" is the ruskie nickname for them, roughly translates to something like bread box iirc. Fairly certain you could still get one with a carbureted motor up until a few years ago.
