This is a baffling position to me. Why wouldn't you allow civilians to relocate somewhere in their own country or Poland?

By the way, we DID allow civilians to withdraw from Fallujah to other parts of Iraq.
America didn't let fighting age men evacuate Fallujah. The Russians would have under the terms of this agreement, which is why I think they'd want to bring them to Belarus or Russia and process them.

You have a point with the Kiev corridor, maybe it would be reasonable to have them evacuate to a different part of the country. Unless the Russians have reason to believe azov or other combatants would sneak out. As far as Mariupol, it's safer for them in Russia than anywhere else in the Eastern part of the country atm. Especially considering the bad blood in that city, I think the Russians tried making a deal in good faith.
 
I can't believe it took me this fucking long to notice what the Z in the Russian military stands for.

Could be doing repairs on shitty undermaintained Russian vehicles. Could also be waiting on something else to happen as part of a larger operation to encircle Kyiv.
Seems like that convoy has been there a very long time. Could be fuel shortages. Heck, Russia can't even refuel Korean airliners coming to Moscow. Not like Russia doesn't produce plenty of oil. Would think refining capability is there. Just don't get it.

I think you're drawing a long bow there on the korean airline thing, equally likely is they are just purposely being dicks due to the whole sanctions thing

I saw an analysis that, based on the look of the tires of some of the vehicles in the Russian convoy, they likely hadn't been moved in months or even over a year. It could be that even the Russian command didn't realize how poorly maintained these vehicles were until the convoy was already moving, so they opted to conduct repairs closer to the frontlines. It seems like an unnecessary risk, but the Russian strategy in the early part of the war has shown that Russia isn't exactly afraid of unnecessary risks.
