It happen more than one would think.I don't like the argument though that you should accept Russian aggression because you're telling me they're crazy and willing to launch the nukes because they can't have Ukraine.
Now I don't want NATO there as well, but I see this often where especially Russians think they're being coy by threatening to stab you every time you do something to upset them. Imagine how crazy international politics would be if every nuclear nation played the "I'll nuke you if you escalate this" card
A "Nuclear Backstop" policy is tried and true. Pakistan and India have it down to an art. The US had the policy of using tactical nukes in the first day of war during the early cold war (Massive Retaliation) because our conventional army was projected to be far inferior. Later we switched to "Flexible Response" after we decided that we needed to have an actual military worth a damn in Europe.
So Russia using a small tactical nuclear weapon against Ukrainian military targets if NATO intervenes is not out of the realm of possibility, as they have that capability in their doctrine. But that would largely be seen as a tactic to end the war as quickly as possible as nobody wants to even think about the possibility of escalating further. The repercussions for doing something like that would be unimaginable, but so would a general military engagement between Russian and NATO forces.
