Yeah. They seem to be extracting the fuse. I would guess that the water is a retarded attempt at "lubrication" as the fuse is extracted. I've seen the fuse mechanisms for WWII german bombs and what they have there looks rather similar. In the world war II bombs, the fuse was a battery that charged up in the aircraft. Then there was a trembler switch on the inside that would make it go off on impact. On the very bottom of the fuse is the blasting cap that sets the bomb off. its the tiny thing at the bottom of the fuse assembly.

They may have attached a device to discharge the fuse before the video starts. That was what was typically done in WWII before the fuse was extracted.

NATO has reiterated time and again that a no fly zone is off the table. Hospitals being bombed didn't change that, a gas attack probably wouldn't either. Politicians are betting on the attention spans of westerners being too short for it to develop into a major issue.

Also, you are not privy to the full extent of NORAD's capabilities, military secrets are secret, the only reason shitty ground missiles manage to get passed the Iron Dome is because of their close proximity, and there's the North Pacific ocean & Bering Sea sitting between Russia & North America.

On second look, the whole video seems goofy and fake. The bomb is laying perfectly flat on the ground all exposed and out in the open. But there is dirt on the front of it as if it had been buried in the ground previously or someplace else. I would guess that this was either bomb disposal training or a couple guys trying to show how brave they were by removing the fuse from an already dead bomb.
