I'm honestly still dubious on the strategic value of these "mercenaries". If this is some sort of insurgency then sure, you don't need a command & control structure, and there's nothing much to defend beyond a few hidden assets. Can't really say you declared war if all the people you're sending are doing so on their own will and totally not sponsored by the army, just send an endless wave of military equipment and fools who are willing to die for "the right cause".
