the rules apply to the weak countries.
the strong countries (the great powers, in particular the nuclear powers) are the ones who write the rules, and who enforce the rules. russia is a nuclear power with permanent veto rights on the UNSC, which in practice means russia is immune to the rules. same applies to america and china.

Mini Staligrad? Kharkiv'shistory and legacy during WW2 is almost as brutal as Stalingrads. It was one of the most hard fought over pieces of real estate in Europe. It was the last forward push of the German's on the Eastern front and their last stand as the tide turned against them and the Soviets started moving west.

The audio starts by complaining about recruitment shortages and that Russians weren't permitted to even look the way of civilians until very recently. It then devolves into one guy saying that they (the Russians) are now authorised to "fuck" everyone indiscriminately, Blood Meridian style.
