yeah because the EU itself does not have an army yet, and does not claim full sovereignty and control over member states (yet) so for now all they can do to punish is monetary sanctios (which they are already carrying out)

I will say this, the Russians should have focused all of their efforts in pocketing the tens of thousands of Ukrainian soldiers in the Donbass and using that at the negotiating table.

Taking Kiev may deal a blow to Ukraine but most of their veterans are in eastern Ukraine and taking them out would have dealt a crippling blow to the Ukrainian military.
