No, they really don't. If the US committed more resources to Syria, then Assad would probably be dead right now, America just didn't have a great choice between ISIS, generic Islamists, commie Kurds, and other assorted sand people. Russia has a tiny economy. If the US really needed to, they could spend the entire GDP of Russia in military spending targeted against them alone.

During the space race the US spent over a billion dollars to figure out on how to get a ink pen to work in space, they successfully got it to work.

The Russians just used a pencil.
 
They had an army larger and with more equipment than Ukraine. Also we didn't do whatever the hell you can call russia's current strategy right now.
Iraq's army was effectively non-functional with bottom of the barrel morale after the First Gulf War. Also, it was significantly smaller than Ukraine's army. The number for Iraq on Wikipedia includes reservists and conscripts and totals less than 400.000. Ukraine, when you count reservists, is over one million.

Eh, I dislike that joke. While it's true that the US did spend millions to create a pen that could write in space, it definitely wasn't wasted. While pencils did work, if their lead broke, it could fly around in their vessel potentially damage machinery.

I would say that the Russians in modern times have been consistent in getting the short end of the stick when it comes military tech and thought.

It must be a curse and this is the latest iteration.

Tsar Nicholas wanted to stop military progress in various fields because he thought Russia would be totally outmatched like the African tribal people facing machineguns or modern rifles. (And he was right, the Russians performance was abysmal in WW1)

The Russian's only major contribution to military thought/technology was after WW1 and during WW2.

If Russia ever faced NATO in a conventional war right now then Tsar Nichola's predictions would be vindicated again.
