No. Which, in itself, is completely bizarre if the dude who used Wayback Machine to establish update frequency is anything to go by. The 11th should've been the latest we knew. What's even weirder is that the holdup couldn't possibly be due to a COVID backlog, else the reports for 2020 and 2021 would've been wildly late as well. I don't recall anyone pointing out that they were, except as more of a general lamentation at the punctuality of the Feds.

Doesn’t matter when it’s going to be available because all the data is anonymous beyond location. Even if there’s nothing for June of that year, El Hector is going to move the goalposts by saying the next valid Tokyo/Arakawa ward record is near. It's not that simple. Yes, the page was updated on March, 10th in 2021, but it was not updated at all in 2020.

The updates dates are, assuming I haven't missed any (YYYY-MM-DD):

• 2021-09-01
• 2021-03-10
• 2019-08-29

• 2018-08-27
• 2018-04-18
• 2018-04-07
• 2018-03-23
• 2018-02-22

Updates were more frequent in 2018 because the data was being added for the first time online. For example, the 2018-02-21 update added data from January 2017 to June 2017. Then, then 2018-03-23 update added data from July 2017 to December 2017. At that point, the website did not give the last update date (only the "data is available from ... to ..." was changed, which is how I got these update dates).

The 2018-04-07 and 2018-04-18 updates only have a change in the last update date, the dataset dates remains the same (though its content may have changed).

Just alluding to something posted earlier re: byuu and emudev which is sort of relevant.

Byuus obsessiveness with his emudev was a constant issue. Essentially the main reason bsnes/higan/ares etc all existed was because byuu was literally unable to leave a project alone. He'd say he was done, then 2 months later either return to the project or make a fork for some slightly rebounded offshoot.

I think this informs why Byuu wanted to delete irl (or at least pretend to), as a way to commit himself to dropping these projects he can't put down.

Does this mean he necked? Unlikely, much more likely a self imposed cancellation but when all this blows over look out for some mysterious new user adding commits to the projects in a couple years when he thinks he's safe to do so.

At what point can we file a FOIA request? The website is already in violation of the law. I’m sure there’s some kind of grace period, but I can’t imagine it being for much longer.

You can file a FOIA request whenever you want. They'll get to it in 4-5 years if you're lucky.

You might have more luck writing your Congressman. Come up with a good, truthful reason why you need the data made public, and how State isn't meeting their statutory reporting requirements. The Bureau of Legislative Affairs has to track Congressional correspondence and they'll put pressure on the worker bees to get the list updated.
