Unless they specifically want you there and tell you so (which they do now thanks to the arrest warrant), you can usually just plead guilty by signing the back of an infraction and paying the fine. So she (probably) did not even have to show up.

Another note, these aren't two separate traffic tickets. They seem to concern the same 1/20/2022 event and the same officer, but a different citation number. The second is after the arrest warrant was issued in the first. You might want to take a look at it yourself. It's not 100% clear to me that's the case.

I think the problem is twofold. Is Chris capable of telling right from wrong? Absolutely. He's shown this capacity on multiple occasions. Is he in control of his actions? Also, absolutely. What he may not be in control of are his impulses, and this is where the problem becomes multifaceted.
