It's relatively normal for that to happen if there's a bunch of people reloading the page. It takes a few seconds for Youtube to register a new viewer (don't know if it's consistent or if other factors affect how much time is required).

This has been observed before on his streams, with almost an identical numerical dip. While you're right, this does seem to be a weird coincidence if it seems to happen repeatedly.
