So Phil is building up to this surgery that will never happen and will probably lie that he had the surgery sometime before 2016 thinking that it will piss us all off? Then fast forward about a month from now he'll forget he ever did any of them and start complaining about his balls again.

The truth of the matter is that Phil still doesn't have his recommendation letters so he has to lie about getting further in the surgery planning than he is.
