Voice packs make a shitload of money. They have zero production cost aside from a few hours of the talent's time (unless they rent a recording studio, which is not that common), so it's basically pure profit other than the store's cut. I don't remember exactly but I think Booth takes very little, like 5% or something like that. Additionally there is a feature where you can tip extra money to the seller, so that's basically like superchatting except Youtube doesn't take a 30% cut. They usually make more money from that than the voice pack sales themselves.
I think their mixed backgrounds and that they basically grew into this job together contributed to it. As much as I like everyone in Hololive, most of them came from some kind of online streaming job before joining Hololive, another online streaming job. They're a new character with new L O R E but beyond that there isn't too much in the way of growth.
