The largest contributing reason in the U.S. is that the company that has the connection to your house "owns" that cable. So if you want to hook up with another ISP, a whole different cable needs to be set up. Because of this, many cities operate under pseudo-monopolies where (if you're lucky) you'll have one ISP that provides Cable, and another ISP that provides DSL. And that's it.

In other countries, they legislate the owning ISP needs to lease that cable to other ISPs for a reasonable fee. That doesn't exist in the U.S. So in many cases, those monopolies exist, they charge crazy rates for internet, and they spend as little money as possible in order to do maintenance.

If you want to see this in action, you can look at Google's efforts to provide fiber to some cities. They had to come in and run fresh cable everywhere because they can't use the existing wiring. So yea, ISPs in America suck.

Aside from that, the US is massive and largely low-density in a way that a lot of people who haven't been here and/or haven't been outside of the dense urban cores don't really appreciate. There is a LOT of distance that those wires have to cover, and that distance isn't cheap to begin with.

Voice packs make a shitload of money. They have zero production cost aside from a few hours of the talent's time (unless they rent a recording studio, which is not that common), so it's basically pure profit other than the store's cut. I don't remember exactly but I think Booth takes very little, like 5% or something like that. Additionally there is a feature where you can tip extra money to the seller, so that's basically like superchatting except Youtube doesn't take a 30% cut. They usually make more money from that than the voice pack sales themselves.

It's ultimately just a "support the streamer" donation kind of thing as far as I've always seen it; the voice packs themselves are bonus content for people willing to contribute. Kinda like how artists or YouTubers sometimes offer token goodies like sketches or a thank you message at the end of a video for Patreon donors.
