Video one is a big thing that US military officers should listen to, but they'll never listen to. Particularly about patroling. I'd say at least 99% of all patrols that happened in Afghanistan had no real objective and did nothing other than allowing the Taliban to figure out which routes were being used regularly so they could emplace IDEs.
Can't find exact numbers. I'd say it's not that common since draft is now just one year instead of two. I don't think there are that many risking it. Depends on where, really. In some parts of Russia you aren't considered a man if you haven't been through the draft. In Moscow a lot of people dodge it by paying for papers that you have some disease that excludes you from the draft. It's less common everywhere else. Some fake mental illness. Some are junkies.

Probably not systemically. But they've probably been trigger happy in shooting anyone they think might be a threat, and have probably executed some some civilians taken prisoner merely on suspicion of acting as military resistance.
Let's be honest here. Killing civilians has always been a thing depending on the army involved and how long they plan to stay and how many of their own men they plan to bring in. Come in, kill everyone who resists, maybe kill those who resist but surrender. Then loot a bit, kill anyone who has something you want and offers resistance to you taking it. Maybe even kill the entire adult male population and enslave the rest if you plan to settle down there. French partisans making civilians into fighters wasn't anything new from that perspective. They were simply a bit more organized about it than most rebellions.
Yes? On one hand, Ukraine is BTFO'ing the Russians away from Kiev. At least that's how they're spinning Russian retreats in the area. Meanwhile on the other hand, they're also finding dead civilians in territory that was held by the Russians and saying "this is genocide, we need more foreign assistance to stop this". Presumably in hopes of getting or at least keeping the assistance going for when they have to push on positions that Russia's a bit more determined to hold.
