I'm glad you mentioned this because for a minute I actually forgot what keffals and co. claims is "ratioing" someone and what everyone else who uses Twitter does.
For those wondering, for normies on Twitter, a tweet is "ratioed" when there's more replies (usually insulting or correcting the person) than likes for the Tweet, as you can see, Rowling's tweet was not ratioed in this manner, the first number under it is replies, the number next to the heart is likes (middle is retweets):

keffals claims that replying to a tweet and then using bots (and some cultists) to increase the number of likes for your tweet is "ratioing" someone, apparently a clickbait website with broken style sheets is going with this definition causing the troons to declare victory:
