It's a meaningless, pointless threat. It's a non-solution to First World problems. Anyone who does this is a drooling retard.

NASA has been stagnating, there's other space agencies, and now private groups like SpaceX are in the game.

Good point. Believe it or not, I agree! NASA shouldn't be treated as the sole authority on space or as the only institution capable of space exploration.

It should be reserved for actual violations of the law though.
