Yeah, explosives can go to shit with age, but it takes 30-50 years for that to happen if not more. That amount of rust looks like no more than 5-10 years of surface rust, otherwise the stabilizer would be all riddled with holes. They grind that shit off and repaint it before inspections, usually looks like this.
