Yeah, explosives can go to shit with age, but it takes 30-50 years for that to happen if not more. That amount of rust looks like no more than 5-10 years of surface rust, otherwise the stabilizer would be all riddled with holes. They grind that shit off and repaint it before inspections, usually looks like this.

My understanding is that Russian bombs are measured in kilograms compared to America using pounds for its dumb bombs.

So a FAB-3000 means a 3000 kg bomb and how does it compare to the Mark 84 bomb?

I'm skeptical. I can't see them sending that high ranking of an officer as an advisor in a combat zone. If it was a mid ranking officer I'd be more inclined to believe it over one of the big cheeses.
