I am 99.9% sure this is not legal in the US even under the lil FDA loophole, because it's repackaged Chinese estrogen coming from a totally illicit and unlicensed pharmacy. Even Russian, Canadian, Indian drugs are legal when imported in small quantities for personal purposes when they are genuine products coming from actual pharmacy manufacturers. Maybe a resident med or law kiwi with more understanding can weigh in.
I can at the very least say, that any widespread use of hormones without medical oversight and prescription, especially ones of dubious origin, is a serious public health crisis. This isn't an adult buying a few cheap overseas Viagra, this is something that's going to destroy many children's lives.
