Most women will compete puberty by age 15 or 16. Some maybe 17. Others maybe 14 or younger. So be it. If that's their DNA then that is their DNA.
If they are feeling coercion or the person is bad then maybe but if not then it could fine. You're overly generalizing. Having sex post puberty is fine. It's pre-puberty or even during puberty that is bad.
In general it's not an actual approval of the practice but just a reasoned decision to draw the line a bit lower than you actually want, so people who are basically decent don't get criminalized for tiny and arbitrary violations. That's why I think 16 or 17 is where the unlimited (as in the other party can be any amount older) age of consent should be, with some accommodations for younger relationships between people of the same age range. It's no good for anyone to have a situation where 17 year and 11 month year old college freshmen who just want to fuck can turn willing partners into felons., even if society generally agrees that 18 is the ideal age to start.
