There are some streamers who have a setup like this. There are even some PC cases (e.g. Phanteks Enthoo Pro 2) which support running two PCs in the same case for this. It's pretty annoying to set up, though.

The way you ask that question seems like you already know the answer. I've heard some people use dual PC setup for streaming, one for gaming and the other just live streaming. I think they use a "capture card" to capture the gaming PC output (both video & audio) and pass that onto the streaming PC to send off to Twitch. Ideally, the best performance GPU should be used for gaming pc while the streaming pc can use an old/spare gpu *if it's capable to do L2D and streaming*.
