Yeah, I'm a little confused by this one. I have a very healthy cat with that length of fur, he got a head-to-tail brushing just last evening, and his fur looks basically the same as that picture. Maybe it's an older picture, and the tranch cat had some mats or tangles just as she left?

Some long-haired cats are prone to matting. Just too much fur or the wrong texture combined with length when it comes to shedding season, something weird in their tiny brain about grooming, old cats who can't reach every bit of themselves. Cats on the street with a lot of stress and poor access to water.

Yeah usually you shouldn't totally shave down a long haired cat unless the mats are really extensive, some deft work with a small set of shears would be fine if it isnt too serious.
