14-16 weeks is still 2nd trimester, so no easy termination options. If she couldn't find a doctor to sign off on it, no public funding, since her health isn't at risk, just the baby's. I imagine it'd probably be under scrutiny, the idea of using public tax dollars for abortions would make people seize over there.
