To be fair, there is a limited tradition of much better science fiction writers sending years of insane ramblings to federal law enforcement: see Philip K Dick. Unfortunately for Fatrick, he will never even approach a tiny fraction of the talent in Dick's worst stories and even PKD's insane law enforcement ramblings were far more interesting than Patrick's actual novels
They get so many mental cases like this they're literally flagged whenever they are legally obligated to look at a report. Even if the officer himself has never encountered the lunatic in question, reports from such individuals are generally referred to the officer as being from a crazy person, so they can both consider whether the report might be accurate, or the crazy person himself might need a visit.
Well, one of PKD's reports was that Stanislaw Lem was a Communist agent. To be completely fair, he kind of actually was. He wasn't personally conspiring to murder PKD, though, and in fact, Lem had said PKD was one of the few actually good American SF writers.
