Pretty much. Take her to the men's restroom if you don't have a woman you trust to take her to the women's restroom. Unless you're somewhere you really shouldn't be taking a child to in the first place, men's restrooms are very much a get-in-do-your-business-and-get-out thing, so it should be easy to check for any pervs (or gloryholes for that matter) before letting your daughter into the stall.

It's true that many women with PCOS grow facial hair, although I'd argue that your run off the mill true and honest bearded woman has a very different growth pattern than men do.
Also having a beard won't change the fact that PCOS women have real vaginas and in most cases fully functional female reproductive organs - even if they might struggle conceiving.

Three options:
1. A lot of places these days have family restrooms, or combination family/disabled ones
2. Go into the women's restroom with one's daughter. Remember the "no men in women's restrooms" is less about males themselves and more about screening out predators. An apologetic-looking father who says "excuse me" when coming in and who is accompanied by an antsy four-year-old girl is obviously not a predator, so women will generally not mind. If they do...
3. Take her to the men's with you and go into the stall with her (or wait outside depending on age/needs)
But more important than this is teaching little girls to never ignore their own discomfort around adult males who make them confused and uncomfortable, even if the males are wearing dresses. And to be extremely wary (and tell her parents about) any adult who crosses boundaries and tries to talk to her about strange things. Unfortunately that's the opposite of the message she'll be getting from the larger culture.
