Allowing users to delete any replies they get would basically destroy the entire function of replies. If you wanted to ever reply to someone you'd have to quote tweet them so they couldn't delete it, which doesn't guarantee they see your reply since they'd have to check the QTs deliberately. Then people would (as some already do) complain that QT's themselves are hateful/harassment and need to be blocked.
