Installing Apache yourself even back then was really something you did OFFLINE so you could work on shit without touching the real site, there was no reason for you to install Apache yourself on a server since every webhost would have offered it.

To just get something simple on the web wouldn't have ever required this. Not only the aforementioned things like Geocities and XOOM but many ISPs offered space to their users, practically every university did, etc. You would have only really needed to head into real hosting if you wanted to share a significant amount of files or do something really cutting edge. To build your own server and install Apache on it just to post something onto the internet would be insane unless you were doing it specifically to do it.

I really doubt John was even doing his own websites let alone this made up shit. Turn of the millennium internet was different enough to describe to people only familiar with today you don't need to make up shit. But then this is the guy throwing a fit about some local government not just going on Squarespace as advertised by his favorite podcast hosts.
