About use of retaliatory special economic measures in connection with hostile actions of some foreign nations and international organizations

Because of hostile and contradictory to international legal code actions of United States of America joined by foreign nations and international organizations, directed at illegal seizure and(or) restriction of assets of Russian Federation, citizens of Russian Federation and Russian legal entities, for purpose of protecting national interests of Russian Federation and in accordance with Federal law signed in December 30 of 2006 № 281-FL "About special economic measures and coercive measures" I'm posting:
1. To Federal public authorities, public authorities of subjects of Russian Federation, local self-government bodies, organizations and citizens in jurisdiction of Russian Federation, that they should base their actions on the fact that, after the day this Order is signed, special economic measures would be used against individual legal entities, individuals and organizations under their control.
2. Ensure the application of next special economic measures:
a) prohibit Federal public authorities, public authorities of subjects of Russian Federation, other public authorities, local self-government bodies, organizations and citizens in jurisdiction of Russian Federation:
to make deals (including entering into foreign trade contracts) with legal entities, individuals and organizations under their control, in regards to whom special economic measures are applied (further - persons under sanctions);
to fulfill obligations for persons under sanctions for made deals(including foreign trade contracts), if those obligations are not fulfilled or fulfilled in an incomplete volume;
to carry out financial operations in which beneficiary would be person under sanctions;
b) prohibition on export of products and(or) raw materials, production and(or) extraction of which was made on the territory of Russian Federation, if those products and(or) materials would be delivered in favor of persons under sanctions, and(or) delivered by persons under sanctions in favor of other persons.
3. Provide Ministry of Finance of Russian Federation the right to give official explanation about questions regarding use of this Order, outside of sub-item "a" of item 2 of this Order.

5. Government of Russian Federation should within ten days:
