"No English" would be the dumbest thing possible considering how locked-down any actual important targets like airports are in the USA. Questions would be asked about how the Feds were unable to stop heavily-armed Russian or pro-Russian terrorists from doing that, how they got their weapons, etc. The trouble with security theater is that if its proven not to work, people are going to ask questions of why it even existed.
I mean, they could always go pick an exposed, public place like the MALL OF AMERICA that has a super-patriotic name, but either the local wildlife would take care of things for us or simply not be missed.

That "No Russian" happened because Marakov had Russian glowie friends who together fooled the CIA and decided to pull that gay op, and then kill the CIA agent, that you play as, to blame it on America.
It happened with support of the Russian deep state or whatever behind the shadows.
They need to find a legit FSB agent or VDV soldier or Spetnaz soldat willing to kill Americans.
And the Russian deep state needs to okay the gay op thinking they about to fool the Americans when they getting played.

Also, that spike in diesel is going to fuck us hard. Something that's been brewing for a while is that truckers can't fucking afford the gas to drive loads from point A to point B. So they're deadlined, which means shipments of stuff are going to not move.

Yeah, and that worked out so well for the Feds after a dude recorded them. And the NRA is becoming increasingly irrelevant, and those two sources still don't answer the question of "How were they able to do all of this without the Feds noticing what they were up to with all of the power and programs they have specifically dedicated to stopping terrorists?" Any sort of massive body count that could be traced back to the Feds knowing and doing nothing would cause a slew of McVeighs to pop up and the Feds don't want actual retaliation of any sort against them, and if it came out that the Feds had a hand it would pop off the civil war, and if the Feds preemptively stopped the event it would be tough to sell intervention to the American people unless Russia proudly proclaimed them as national heroes (not impossible, but Putin would almost certainly say they weren't his even if they actual and open uniformed and ID-carrying FSB operatives for obvious reasons). Hearst kickstarting the Spanish-American War was dependent on centuries of anti-Spanish sentiment we inherited from the English and Wilson getting us into World War 1 took years of the Germans generating bad PR for themselves.
